This report highlights research into the role of Councillors and third sector representatives in community leadership.

From this research it is clear that two-way communication between councillors and the community is key, and that traditional methods of engaging local citizens (such as ward councillors' surgeries) are seen to be insufficient.

There is an urgent need for more diverse councillors to strengthen decision-making and legitimacy.
