It is not comprehensive, but provides a range of practical tools and activities that can help to develop thinking, understanding and planning. It also provides case studies that show it can work in practice.
The quirk review was commissioned by DCLG, and is part of a broader attempt to redefine the relationships between central and local government and communities.
