This guide was funded through the Advancing Assets for Communities programme, and is intended to be non-statutory guidance on managing risk. Useful for local authorities and community based organisations alike, the guide recognises that risk is part of any course of action, but there are common risks associated with transfer that need to be considered.

Given the £239billion value of local authority owned fixed assets, it is vitally important that local authorities incorporate effective asset management as an integral part of delivering on local priorities.
The quirk review was commissioned by DCLG, and is part of a broader attempt to redefine the relationships between central and local government and communities.
